Toronto Constable Mehrdad Mahmodian, 51 charged after allegedly tazing, kicking handcuffed suspect

A Toronto police officer has been arrested and charged following an incident involving a handcuffed suspect in October.

On Oct. 7, 2019, the officer and his partner were called to a break and enter call in the Yonge Street and St. Clair Avenue West area.

When officers arrived at the scene, they were told the suspects had taken off in a rideshare car.

The two officers tracked down the rideshare vehicle and stopped the car. The three suspects tried to flee on foot, but one of the suspects was apprehended after running from the officers.

He surrendered and was handcuffed, police said.

It was this point the officer in question allegedly used a Tazer twice on the handcuffed suspect in “drive stun” mode.

It is also alleged he kicked the suspect, police said.

Constable Mehrdad Mahmodian, 51, has been charged with assault with a weapon, assault and attempt to obstruct justice.

Mahmodian has worked for the police service for 11 years is currently suspended with pay.

The Special Investigation Unit (SIU) has not been called in to investigate the case because it did not meet the agency’s criteria, police said.

The SIU is an arms-length government agency that investigates reports involving police where there has been death, serious injury or allegations of sexual assault.

The nature of the suspect’s injuries has not been released.
